Pre-budget business cases review
Pre-budget business cases reviews based on the policies and tools from the Department of Treasury and Finance.
The review focuses on evaluating the investment’s business justification and tests the readiness of the business case for review by a funding organisation. In particular it considers the following:
- It tests if the proposed policy drivers and problems are defined in relation to the whole-of-government context.
- It identifies if the proposed benefits of the project or program are meaningful, measurable and attributable to the investment.
- It considers if a reasonable spread of interventions has been identified and packaged into sensible response options and a ‘preferred response option’ selected.
- It reviews if the ‘preferred response option’ has been deeply analysed and a ‘preferred solution’ identified.
- It also recommends if a ‘Real Options’ evaluation should be undertaken based upon the Department of Treasury and Finance’s Managing projects under uncertainty – real options analysis guidelines.
The review is based on the policies and tools from the Department of Treasury and Finance, including:
- Investment Decision-Maker’s Checklist (see below)
- Investment management standard
- Investment lifecycle and high value high risk guidelines
- Gateway review processes
