Facilitator and business case writer – Smart Logic Mapping

Jeremy Smart played a pivotal role in developing the Victorian Government’s Investment Management Standard and the Investment Logic Map during his time at the Department of Treasury and Finance. These tools are now widely adopted in business case and strategy development across Victoria and other jurisdictions. Over the past 16 years, Jeremy has delivered more than 1,700 workshops, trained over 2,000 professionals in facilitation methods, and assessed aspiring facilitators on behalf of DTF.

His influence extends to the adoption of the Standard in New Zealand, Queensland and Western Australia. Alongside his facilitation expertise, Jeremy has over a decade of experience writing and reviewing business cases, producing concise, persuasive proposals aligned with funding expectations.

Dr Ian Smart

Ian has written over 65 business cases with an estimated investment of over $5 billion.
These investments come from all government agencies and activities. Ian’s career has been extensive and varied, ranging from research science, government administration, entrepreneurial business development, and now complex problem resolution.

Ian has strong writing and analytical capability and applies these skills to preparing business cases for government investments. Ian is very interested in establishing the need for investment and determining the impacts of that investment. He applies a wide range of tools and methods, such as statistics, GIS analysis, and real options analysis.

Hannah Jay

Hannah is a subject matter expert on gender equality and addressing gender-based violence. She has 15 years’ experience in the design and delivery of programs and policy, with experience leading work for UN agencies, government and non-government organisations.

She is an expert in navigating intricate situations and has effectively incorporated actions that transform gender roles in projects of varying sizes across over 25 countries. She possesses specialised skills in reducing the negative impacts of projects on women and girls, enabling their significant involvement in project design, execution, and end-use, and integrating strategies for achieving gender equality within large-scale infrastructure initiatives.

Mark is an experienced content writer and graded journalist. Over three decades, he has worked in a senior capacity across government jurisdictions in Victoria, Canberra and Tasmania. In Victoria, Mark has been employed by the Department of Communities, Human Services, Education, and for twelve years at the Department of Treasury and Finance (DTF).

Mark specialises in complex conceptual thinking, writing and editing, and possesses advanced skills in refining business cases and executive summaries. He brings experience across a range of investment frameworks and systems, having worked in DTF’s Commercial Division.
